European Fund for the Balkans (EFB) Common Ground Programme Opportunity & Innovation Grants 2026 (Up to €4,500 Funding)

The European Fund for the Balkans (EFB) is inviting applications for the 2026 Common Ground Programme (CGP) Opportunity & Innovation Grants, a funding opportunity designed to support civil society organizations, grassroots initiatives, and informal groups working to strengthen peace, dialogue, and social cohesion across the Western Balkans.

The grant programme provides flexible funding for organizations that want to pilot innovative ideas, respond to emerging community challenges, test new approaches, or prepare for larger funding opportunities. Rather than financing long-term projects, the initiative focuses on helping organizations experiment with practical solutions that can create meaningful local impact and potentially grow into larger interventions.

For the 2026 funding cycle, 20 grants of up to €4,500 each will be awarded to eligible organizations operating in the Western Balkans.

The Common Ground Programme aims to encourage organizations working at the community level to explore creative and innovative ways of addressing divisions within society. Through small but flexible grants, EFB seeks to help organizations transform promising ideas into practical initiatives capable of strengthening trust, dialogue, and cooperation among diverse communities.

Unlike traditional grant programmes that primarily fund established projects, the Opportunity & Innovation Grants are designed to support experimentation and early-stage initiatives. Organizations are encouraged to test new methodologies, pilot fresh approaches, conduct feasibility studies, or seize unexpected opportunities that could lead to greater social impact.

The programme recognizes that relatively modest financial support can often help organizations develop ideas that later attract larger investments or evolve into long-term community programmes.

The Opportunity & Innovation Grants are intended to help civil society organizations leverage small-scale funding into larger social impact by supporting activities such as:

• Developing innovative methods for strengthening dialogue between communities.
• Piloting new initiatives before scaling them into larger projects.
• Conducting feasibility studies or research to prepare future funding proposals.
• Responding quickly to emerging political or social developments affecting local communities.
• Testing new approaches for promoting peace, reconciliation, inclusion, and social cohesion.
• Preparing applications for larger regional or international funding opportunities.
• Building community trust through creative local engagement activities.

Applicants are expected to clearly identify the community they intend to serve, explain the specific social division or challenge they want to address, and demonstrate how their proposed activities could contribute to stronger relationships within that community.

Applications are open to:

• Civil society organizations legally registered in Albania, Bosnia and Herzegovina, Croatia, Kosovo, Montenegro, North Macedonia, or Serbia.
• Organizations actively working in peacebuilding, dialogue, reconciliation, social cohesion, community engagement, or related fields.
• Grassroots organizations and community-based initiatives seeking to develop innovative local interventions.
• Informal groups, collectives, or ad hoc initiatives, provided they apply together with a registered organization or an eligible fiscal host that can administer the grant.

The programme supports a wide range of innovative activities, including but not limited to:

• Pilot projects that test new community engagement approaches.
• Feasibility studies for larger peacebuilding initiatives.
• Community dialogue programmes.
• Activities responding to emerging political or social developments.
• Projects designed to bridge ethnic, religious, national, gender, racial, or other societal divides.
• Innovative methods for promoting trust and cooperation among different communities.
• Preparatory work for future funding applications.

Successful applicants will receive:

• Grant funding of up to €4,500.
• Flexible financial support for innovative or emerging initiatives.

Applications will be reviewed continuously by at least two members of the EFB team using the following assessment criteria:

Strategic and Values Fit (30%)

Applicants should demonstrate that their proposed activities align with the Common Ground Programme's mission of promoting dialogue, reducing divisions, and strengthening social cohesion within local communities.

Opportunity or Innovation (30%)

Projects should clearly explain the community challenge being addressed, describe the proposed intervention, and demonstrate why the approach represents a creative, innovative, or timely solution.

Estimated Impact (25%)

Reviewers will assess the potential of the proposed activities to create meaningful and measurable social impact within the target community.

Feasibility and Budget (15%)

Applicants should provide a realistic budget and explain how each planned expenditure directly contributes to the proposed activities rather than covering routine organizational expenses.

Applicants will need to submit:

• Completed application form.
• Valid registration certificate of the applicant organization or fiscal host.
• Organization's statute or governing document.
• List of staff members and their respective roles.
• Memorandum of Understanding (for coalitions or applicants using a fiscal host).
• Any additional documents requested during the application process.

Applications are submitted online through the official Common Ground Programme application portal.

Since applications are reviewed on a rolling basis, eligible organizations are encouraged to apply as early as possible because all available grants may be allocated before the published closing date.

Successful applicants are generally notified within five working days after submission. If additional time is required, applicants will be informed by the programme team.

Grant recipients will be required to submit both narrative and financial reports after completing their activities.
